这是一个从句的省略问题。
在这里是可以的。从语法的角度讲sb think that+( )括号里面的是宾语从句，用that来引导，这里的that要不要不影响到句子的意义，所以可以省。但是有的地方that是万万不能省去的。
比如：That he passed the exam was a fable！(他能及格简直是神话！）
